Malaysia Passes Bill to Imprison Illegal Streaming Pirates For Up To 20 Years

Malaysia’s House of Representatives has passed amendments to copyright law that will boost the country’s deterrent against those who facilitate access to pirate content via illegal streaming. The amendments, which cover both hardware and software, could see offenders imprisoned for up to 20 years.

Streaming KeyLaws that forbid the illegal uploading and downloading of copyrighted content are common around the world but the rise of streaming has sometimes exposed gaps in legislation.

Piracy-equipped Kodi devices, illegal streaming apps, and similar tools have led legal specialists to attempt to apply laws that didn’t envision the technology. In Malaysia, for example, it took a decision by the High Court last May to determine that the sale and distribution of streaming devices configured for piracy purposes does indeed constitute infringement under the Copyright Act.

But Malaysia was far from done. After previously informing the United States Patent and Trademark Office (USPTO) that the economic harm being caused to broadcasters and rightsholders in the country was a “serious problem”, Malaysia said it had amendments on the table to more directly tackle the illegal uploading, provision, and sharing of access to copyright works.

House of Representatives Passes Copyright Amendment Bill

This week Malaysia’s Dewan Rakyat (House of Representatives) passed the Copyright (Amendment) Bill 2021 which, among other things, will more directly address the challenges of illegal streaming.

“Act 332 is amended to ensure copyright laws implemented will provide more efficient and effective protection in line with current demands and to fulfill the needs of the business community and stakeholders,” said Domestic Trade and Consumer Affairs Minister Datuk Seri Alexander Nanta Linggi.

The amendments are focused on those involved in the provision or facilitation of illegal streams. The term “streaming technology” is repeatedly referenced and for the purposes of the act this includes computer programs (apps and other software tools), devices (streaming hardware of all kinds) that, in whole or in part, are used to infringe copyright in a protected work.

How the amendments will be used in practice remains to be seen but the scope appears to be intentionally broad and could result in significant punishments for those found to be in breach of the law.

Punishments for Illegal Streaming Facilitators

The first section of the amendment deals with those who “commit or facilitate infringement” of copyright by manufacturing a streaming technology for sale or hire, importing a streaming technology, selling or letting for hire (including offering, exposing or advertising for sale or hire), and/or possessing or distributing a streaming technology in the course of a business.

It expands to include distributing or offering to the public an infringing streaming technology or service other than in the course of a business, to such an extent “as to affect prejudicially the owner of the copyright.”

Anyone who contravenes these amendments will be guilty of an offense and upon conviction shall be liable to a fine of not less than 10 thousand ringgit (US$2,377) but not more than two hundred thousand ringgit (US$47,545). In addition to the possibility of fines, there are also custodial sentences that could reach a staggering 20 years imprisonment in the most serious of cases.

Those hoping to use a corporate structure as a shield are also put on notice. When any offenses are committed by a corporate body or by a person who is a partner in a firm, everyone from directors to managers will be deemed guilty of the offense and may be charged severally or jointly, unless they can show they had no knowledge and conducted due diligence to prevent the offense.

YouTube TV loses ESPN, ABC, and all other Disney-owned channels

YouTube TV customers have lost access to all Disney-owned channels including ESPN and ABC, as the companies failed to agree on a new contract before the previous one expired last night. YouTube TV customers will automatically get a $15-per-month discount for as long as the Disney channels remain blacked out, reducing the base plan cost from $65 to $50.

"Members, we worked hard to avoid this but were unable to reach a fair deal with Disney," YouTube TV said. "We regret to share that as of December 17, all Disney-owned channels are unavailable on YouTube TV. While Disney content remains off our platform, we'll decrease our price by $15/month. We know how frustrating it is to lose channels like ESPN and your local ABC station, and will continue conversations with Disney in hopes of restoring their content for you."

The list of channels no longer on YouTube TV includes all local ABC channels, ABC News Live, Disney Channel, Disney Junior, Disney XD, Freeform, FX, FXX, FXM, National Geographic, National Geographic Wild, ESPN, ESPN2, ESPNU, ESPNEWS, SEC Network, and ACC Network. It's time for another Dealmaster. Leading our latest roundup of the best tech deals we can find is the Epic Games Store's annual holiday sale, which kicked off earlier this week and runs until January 6.

Though sales at PC gaming storefronts are fairly common, this one is notable for bringing back a recurring coupon promo that takes $10 off any eligible game priced at $14.99 or more on Epic's store. You have to claim it first, but the $10 coupon applies on top of any existing discounts—e.g., a game already on sale for $15 will only cost $5—and automatically renews after each transaction you complete.

Also of note: Epic finally added a shopping cart to its three-year-old storefront earlier this month, so you can now check out with multiple games at once. If you do, the $10 coupon will apply to each eligible game in your cart individually, not as a one-time discount. If you pick up five games priced at $15 or more, for instance, you'll get $50 shaved off the total cost.

NVIDIA has introduced three new entry-level graphics processors for laptops that are expected to arrive in spring, 2022.

The new NVIDIA GeForce MX550 appears to be a modest update to last year’s MX450, while the new GeForce MX570 should bring better performance and efficiency thanks to an architecture update from Turing to Ampere. And then there’s the NVIDIA GeForce RTX 2050, and awkwardly-named chip that seems to be more of a stripped-down RTX 3050 than a true 20xx series chip.

The MX series GPUs are low-power parts that are typically a step up from the integrated graphics offered by Intel or AMD, but which tend to lack the kind of horsepower you’d need for things like ray-tracing or AAA gaming. These chips are often found in thin and light laptops where it might be impractical to put a more power-hungry GPU.

While NVIDIA says the MX550 offers “more CUDA Cores and faster memory speeds” than its processor, there’s no mention of an architectural change, suggesting it’s based on the same NVIDIA Turing technology.

The new MX570 processor, on the other hand has “more power-efficient CUDA Cores” as well as faster memory speeds, and NVIDIA says it’s a solution for “faster photo editing, video editing, and gaming compared to the latest integrated graphics.”

As AnandTech points out, that most likely means that it’s an 8nm Ampere chip with a GA107 GPU rather than a 12nm Turing chip with a TU117 GPU like the MX550 and MX450.

NVIDIA’s new GeForce RTX 2050 is the strangest new GPU we’ve seen in a while. While the name would suggest that it’s part of the RTX 20xx laptop graphics lineup first introduced in 2019, NVIDIA told AnandTech that the new chip features a current-gen Ampere GPU rather than previous-gen Turing graphics.

But… it’s the lowest-performance Ampere GPU to date, with the same number of CUDA Cores at the RTX 3050, but lower clock speeds, lower memory bus bandwidth, and a lower TDP range. Given that many gamers have found that the RTX 3050 is barely able to handle real-time ray tracing, it’s likely that the RTX 2050 is going to be a less-than-ideal solution for serious gamers.

But RTX 2050 is still a step up from MX570, which could make it useful for folks who are more interested in other activities that require hardware-accelerated graphics like multimedia editing.

It’s likely that PC makers will begin to announce new laptops featuring NVIDIA’s latest entry-level graphics solutions at the Consumer Electronics Show in a few weeks. Chinese PC maker Chatreey is selling a small form-factor desktop computer featuring an Intel Core i5-1135G7 Tiger Lake processor, Intel Iris Xe graphics, and support for up to three displays.

But the Chatreey TK11-A0 also has a few features you don’t often find in desktop PCs including a built-in fingerprint reader on top of the case and a built-in bottom-firing speaker. The computer, which measures 138 x 138 x 53.5mm (5.4″ x 5.4″ x 2.1″) is available from AliExpress for $454 and up.

The starting price will get you a barebones model with no memory, storage, or operating system, but Chatreey says the system supports up to 64GB of DDR4-3200 RAM and features an M.2 2280 slot and 2.5 inch drive bay for storage. You can also pay extra to pick up a model with memory and storage pre-installed.

Triple-display support comes courtesy of  HDMI, DisplayPort, and USB Type-C ports. There are also four USB 3.0 Type-A ports, a 3.5mm audio jack, and a Gigabit Ethernet port plus a power input jack.

The AliExpress product page suggests that the USB-C port may be a Thunderbolt port, but at least one graphic says it supports up to 10 Gbps, which would most likely make it a USB 3.2 Gen 2 Type-C port.

Chatreey’s computer has a fan for active cooling copper-lined ventilation at the top of the case for added cooling.
