More states are activating crisis standards of care, and at least two have expanded access to COVID-19 vaccine booster doses as the delta wave continues to wash across the country.
While cases and hospitalizations have subsided in previous southeastern hotspots such as Florida and Alabama, the wave has headed north and west. Nationally, new cases of COVID-19 have plateaued at a high level of more than 70,000 per day, down from September peaks of upwards of 160,000.
North Dakota, Colorado, Minnesota, Alaska, and Vermont currently have the top-five highest case rates per 100,000 people, according to tracking by The New York Times. New Mexico, which ranks seventh for the highest daily case rates, is seeing a surge in hospitalizations, and more facilities are moving to crisis standards of care.
State oil and gas regulator will allow exemptions from winterization mandates.

Texans will be paying for the effects of last February’s cold snap for decades to come, as the state’s oil and gas regulator approved a plan for natural gas utilities to recover $3.4 billion in debt they incurred during the storm.
The regulator, the Railroad Commission, is allowing utilities to issue bonds to cover the debt. As a result, ratepayers could see an increase in their bills for the next 30 years.
During the winter storm, natural gas prices spiked as cold temperatures drove demand up while also depressing supply. Much of Texas’ natural gas comes from fracking, which uses large amounts of water. To prevent the wellheads from freezing, many producers shut-in their wells in advance of the storm. The governor’s office knew of the looming shortages days before they happened, yet the preparations they made did little to alter the course of the disaster.

Valve’s Steam Deck is a handheld gaming PC that will ship with a Linux-based operating system. Thanks to Valve’s Proton software, many Windows games will run without any modifications. But developers who want to ensure their games are compatible may want to get their hands on a dev kit before the Steam Deck begins shipping to the general public.
Unfortunately the same supply chain shortages that led Valve to push back the ship date for Steam Deck customers means that dev kits are in short supply. So the company has released some suggestions for developers that want to test their games on similar hardware either by using their own computer or assembling one with an AMD Ryzen processor, Radeon Vega graphics, and Arch Linux-based software.
Valve provides tips for developers who want to create games for the upcoming Steam Deck handheld gaming PC with the Arch Linux-based Steam OS… but who don’t have a dev kit yet, since they’re in short supply. Valve will make software images available to developers in the future, but recommends using Manjaro or another Arch-based distro for now.
An unofficial LineageOS 19 build for the Raspberry Pi 4, Pi 400, and Compute Module 4 brings Android 12 to Raspberry Pi’s latest computers (at least 2GB of RAM required). Hardware-accelerated video isn’t working, but most other things are.
After disappearing from the Microsoft Store earlier this week, WSATools is back. The developer doesn’t know why either thing happened. WSATools is a free app that simplifies the process of sideloading Android apps on Windows 11 PCs that have the Windows Subsystem for Android installed.
