To replace gas taxes, Oregon and Utah ask EVs to pay for road use

Gas taxes pay for the upkeep of our roads, but electric cars don’t use gasoline.

The end of 2019 saw a bunch of headlines proclaiming that it was a huge year for the electric vehicle. Yet more declare that actually, 2020 will be the year the EV really takes off. It's true there are now more EVs; plug-in hybrid ones, battery ones, and even hydrogen fuel cell EVs in a range of shapes, sizes, and prices, and five of them made it into my list of the 10 best things I drove last year. When the numbers for 2019's plug-in EV sales are complete, we expect more EVs to have been sold in 2019 than any year before, even if total new car sales in the US have dropped.

Still, let's not get ahead of ourselves; EVs might be outselling manual transmissions by nearly 2:1, but they still account for little more than a rounding error in the context of ~17 million new car and truck sales. If that has you depressed, take heart that the trend for EV sales is moving in the right direction. And it's a trend that is starting to worry some of the states. That's because the US has traditionally paid for the upkeep of its roads via direct taxation of gasoline and diesel fuel, which means that as our fleet becomes more fuel-efficient, that revenue will drop in relation to the total number of vehicle miles traveled each year.

Utah tries something new

As a result, some states are starting to grapple with the problem of how to get drivers to pay for the roads they use in cars that use less or even no gas per mile. At the start of this year, Utah has begun a pilot Road Usage Charge program, coupled to an increase in registration fees for alternative fuel vehicles. Assuming a state gas tax of 30c/gallon and 15,542 miles/year driven, Utah says it collects $777 a year from a 6mpg heavy truck, $311 from a pickup getting 15mpg, $187 from a 25mpg sedan, $93 from a 50mpg hybrid, and nothing from anyone driving a battery EV.

“Cache issue” causes Xiaomi cameras to show other people’s camera feeds

Xiaomi cuts camera feed access while it ensures “such issues will not happen again.”

Chinese electronics maker Xiaomi has shut down the Google Home Hub integration of its security cameras after a cache issue caused some of Xiaomi's camera streams to go to the wrong people. The bug was first reported by Reddit user Dio-V, with a post titled "When I load the Xiaomi camera in my Google home hub I get stills from other people's homes!!"

Dio-V posted a video showing that pressing the "camera" button on a Google Home paired with a Xiaomi camera would, after a long wait, show a corrupted, distorted image. Dio-V says this feed isn't from one of their cameras. The user also posted several stills from other random camera feeds that would pop up on his smart display.

After the reddit post, the story was picked up by Android Police, and Google quickly shut down the integration. Google told the site: "We’re aware of the issue and are in contact with Xiaomi to work on a fix. In the meantime, we’re disabling Xiaomi integrations on our devices."

MangaDex Targeted by DMCA Subpoena, Now Migrating Servers

MangaDex, a scanlation platform with tens of millions of monthly visitors, is experiencing extended downtime with a host migration and maintenance cited as the official reasons. However, TorrentFreak has learned that a DMCA subpoena was granted to copyright holder Viz Media in December, one that ordered Cloudflare to give up the identity of MangaDex’s operator. It’s unknown whether the matters are connected.

Sites offering manga comics and magazines are a huge deal on the Internet, particularly ones that users can access without paying. This, of course, runs counter to the business plans of many manga creators.

Unfortunately, however, many mango titles are only officially available in certain languages. This has left a gap in the market for unofficial ‘scanlation’ sites that have stepped in to meet demand by offering scanned copies of physical publications supported by fan-made translations.

Mangadex is one such platform, one with a massive following too. Operating from both MangaDex.org and .com, according to SimilarWeb stats the site pulls in more than 30 million visits per month. As a result, it was no surprise that when it went down a few days ago, users began to panic, despite the site’s official explanation on Twitter.

While the site may indeed return in the hours or days to come, the downtime wasn’t broadly announced in advance, which can indicate that something unexpected happened to force some kind of change. The site hasn’t been forthcoming with any information on this front but TorrentFreak has learned that it is facing legal pressure, which may (or indeed may not) be connected to the current downtime.

On December 20, 2019, attorney Evan Stone – who has a reputation for chasing down pirates – requested a DMCA subpoena at a Texas court to be served against Cloudflare on behalf of his client, VIZ Media, LLC.

“The purpose of the accompanying subpoena is to obtain the identity of the
alleged copyright infringer in control of the internet domain listed on in the subpoena.
The information obtained will be used only for the purpose of protecting the rights
granted to my client under Title 17 of the United States Code,” the filing reads.

An attached ‘Electronic notice of copyright infringement’, signed by Eric Green of anti-piracy company Remove Your Media, lists the Japanese manga title allegedly being infringed as ‘Boruto’. The website URL listed in the document belongs to MangaDex.

The DMCA subpoena requires Cloudflare to hand over “identifying information, including name, e-mail address, physical address, billing information or any other relevant contact information for the alleged infringer who controls the site at mangadex.org and/or the domain itself.”

If Cloudflare is to comply with the subpoena, it will have to supply the information listed above to attorney Evan Stone on or before February 8, 2020. Whether the information will indeed be of use in identifying the operator of MangaDex is unknown.

Overall, it’s been a tough few months for fans of scanlation platforms. In September, Manga Rock said it would close down in order to launch a legal platform. Last month, Mangastream disappeared after being targeted by a DMCA subpoena obtained by Japanese publisher Shueisha.

Whether these closures will massively boost sales on official platforms remains a question, however. A recent study published by Professor Tatsuo Tanaka of the Faculty of Economics at Keio University concluded that while selective takedowns may have a positive effect on sales, piracy may boost sales of some comics.
