Bulgaria CyberCrime Unit Arrests Man For Running Dozens of Pirate Sites

The Cybercrime Specialized Unit at the State Security Service of Bulgaria says it has arrested an individual said to be responsible for running dozens of pirate streaming sites that were supported by Google advertising. A 40-year-old man, who is said to be the owner/operator of all of the platforms, was detained under the direction of the Sofia District Prosecutor’s Office.

Like many countries in Europe, Bulgaria is home to large numbers of pirate sites operating in multiple niches, from torrent and streaming platforms, to dedicated IPTV services.

In recent times authorities there have indicated that they are taking a tougher line to combat infringement in the country and yesterday announced results on that front.

According to an announcement from the Ministry of the Interior, a “special operation” was carried out this week to take down dozens of streaming platforms said to be involved in the unlicensed distribution of copyright works.

Carried out under the direction of the Sofia District Prosecutor’s office, the Cybercrime Specialized Unit at the State Security Service detained a 40-year-old man said to be the owner/operator of dozens of pirate sites, which appear to have focused on the streaming sector.

The authorities claimed that the man ran more than 40 websites which distributed movies online without obtaining permission from copyright holders. He allegedly got one site off the ground and then used the content from that to fuel the others, which were then supported financially by adverts provided by Google.

“He originally published the films on one of the sites he controlled. After reaching a certain number of visitors and the traffic generated – for which he was paid for by Google respectively – he downloaded the works and shared them again, but on some other domains,” the statement from the Ministry reads.

“The procedure was repeated 4-5 times until the resource was exhausted from the sites he controlled. Thus, for the same copyright sites, the capitalist received multiple payments from Google.”

According to the statement, most of the sites were “hosted” on the Internet by one of the largest cloud service providers in the United States. This, the authorities claimed, led the man to believe he was anonymous. However, international investigations carried out by Bulgaria’s General Directorate for Combatting Organized Crime (GDBOP) uncovered his identity.

Uber, losing billions, freezes engineering hires

Uber has been burning cash at more than $1 billion per quarter.

Uber is freezing hiring for software engineers and product managers across its US and Canadian workforce, the company acknowledged to Bloomberg on Friday. The shift was reported by Yahoo earlier in the day. The freeze does not apply to Uber's autonomous vehicle and freight shipping divisions.

The news comes a day after Uber reported second quarter operating losses of $5.4 billion—a new record for the company. That figure exaggerates Uber's quarterly burn rate because it includes more than $4 billion in one-time charges related to Uber's initial public offering. Still, excluding IPO-related charges still leaves around $1.2 billion in operating losses, worse than the $1 billion the firm lost in the first quarter.

Uber recently laid off 400 marketing workers. According to Yahoo, Uber employees are worried that this could be a prelude to broader cuts as the company's struggles to stem its losses.

Apple updates multiport adapter with support for 4K HDR video

The update means you could use certain Apple hardware as a legit home theater hub.

After Apple streamlined the types of ports on its hardware, having adapters remains a necessary evil. For now, at least the company has made a notable quality-of-life improvement to one of its AV dongles.

Apple recently released an updated version of the USB-C Digital AV Multiport Adapter. This dongle has USB-C, USB-A, and HDMI ports, and the HDMI options got a little better. The device now includes support for 4K video at 60 Hz as well as HDR video in either HDR10 or Dolby Vision.

This update is available when the video is coming from a 15-inch MacBook Pro from 2017 or later, a Retina iMac from 2017 or later, an iMac Pro, or an iPad Pro, and is plugged into a playback device that also supports 4K and HDR. The Mac device needs to be running at least macOS Mojave 10.14.6, and the iPad needs to be on at least iOS 12.4.

RIAA: Ebay and Amazon Sell a Lot of Copyright Infringing Music

In a letter to the US Department of Commerce, the RIAA is calling for stronger measures to curb piracy and counterfeiting that takes place through online marketplaces. The music group points out that copyright infringement is widespread on many services, including Amazon and eBay, where a significant percentage of the CDs and box-sets are sold without permission.

Responding to a request from the US Department of Commerce, the RIAA submitted its views on several copyright infringement matters.

Specifically, it informed the Government about counterfeit and pirated goods that pass through online third-party marketplaces, and what can be done about that.

The music group sent a letter that encourages the Government to take action where possible. For example, by encouraging online platforms to share names and contact information of possible infringers.

In addition, the Government can also clarify when online intermediaries should be held liable for acts carried out by sellers of counterfeit and pirated goods.

When it comes to piracy and e-commerce platforms, the RIAA believes that any such changes should apply to mobile, Kodi or browser apps, and to the storefronts that distribute them. This refers to pirate apps on mobile stores, but also devices that are sold through Amazon and eBay.

“As online commerce goes increasingly mobile and distributed, there shouldn’t be different rules that apply to apps that can access the Internet via any connected device, as opposed to just the traditional website,” the RIAA writes.

When it comes to counterfeit goods, the RIAA is particularly concerned with large platforms that sell unauthorized music recordings. These counterfeit products are sold very frequently by large retailers, the music group explains.

This year, the RIAA conducted two studies into the sale of counterfeit music. For the first, it made various tests buys on Amazon and eBay, focusing on current and evergreen album titles released by major U.S. record labels.

This revealed that a significant portion of the CDs on these platforms are unauthorized. This is also true for the CDs that were marked as “fulfilled by Amazon.”

“The study showed that 16% of the CDs purchased via eBay were counterfeit, and 11% of the CDs purchased via Amazon were counterfeit. Alarmingly, 25% of the purchased CDs that were ‘Fulfilled by Amazon’ were counterfeit,” the RIAA writes.

In another study, the RIAA searched for “brand new” box sets of selected titles on eBay and AliExpress, and then bought the four lowest-priced box sets on each platform. The result, again, revealed that copyright infringement is rampant.

“On both eBay and AliExpress, 100% of the test buys of the box sets were counterfeit. This is of particular concern as box sets are premium physical music products designed for the superfan that often contain the most significant sound recordings in an artist’s repertoire,” the RIAA notes.

Where appropriate, platforms that willingly distribute copyright-infringing content should be held liable. At a minimum, these platforms should deter repeat infringers, the RIAA argues.

The music group hopes that the US Department of Commerce will take its findings and comments into account and come up with possible solutions to curb piracy and counterfeiting on online platforms.

Vector’s CEO departs, rocket company pausing its operations [Updated]

Vector had been targeting a suborbital flight for the Vector-R vehicle this year.

In May 2018, Vector launched a full-scale prototype of the Vector-R rocket on a short flight.

Saturday a.m. Update: Multiple former employees of the rocket company Vector in both California and Arizona have told Ars they were let go on Friday. Late Friday night, the company issued the following statement:

“In response to a major change in financing, Vector has had to pause its operations. A core team is now evaluating options to complete the development of the company’s Vector R small launch vehicle while also supporting the Air Force and other government agencies on programs such as the recent ASLON-45 award.”

One of Ajit Pai's attempts to eliminate regulation of 5G deployment has been overturned by federal judges.

The Federal Communications Commission last year approved an order that "exempted most small cell construction from two kinds of previously required review: historic-preservation review under the National Historic Preservation Act (NHPA) and environmental review under the National Environmental Policy Act (NEPA)," federal judges said in their decision partially overturning the order.

The FCC claimed its deregulation of small cells was necessary to spur deployment of 5G wireless networks. But the commission was sued by the United Keetoowah Band of Cherokee Indians in Oklahoma, the Blackfeet Tribe, and the Natural Resources Defense Council (NRDC). The FCC order was of particular interest to tribal groups because it affected construction on "sites of religious and cultural importance to federally recognized Indian Tribes," the judges noted. "The Order also effectively reduced Tribes' role in reviewing proposed construction of macrocell towers and other wireless facilities that remain subject to cultural and environmental review."

Trump admin reportedly drafting order to counter social media “bias”

The proposal would reportedly put the onus of content regulation on the FCC.

The Trump administration seems determined to take action with its irritation with social media networks' supposed bias against right-wing speech , as the White House is reportedly drafting an executive order directing agencies to do something about it.

Politico reported earlier this week that the White House was circulating drafts of a proposed order, but the site couldn't get anyone to describe what was in this document. Today, however, CNN says it has seen a summary of the draft executive order.

The current draft, called "Protecting Americans from Online Censorship," would put the burden of Internet content management on the Federal Communications Commission, calling on the agency—which has never before dealt with regulation of online content—to develop regulations clarifying under what circumstances social media platforms are protected by the law when moderating content. It also says the Federal Trade Commission should consider whatever policies the FCC comes up with when it investigates companies for not adhering to their stated policies.

Huawei announces its first operating system, HarmonyOS

Huawei is the next mobile challenger after Microsoft, Mozilla, RIM, and Samsung.

Ever since the Trump administration's export ban on Huawei threatened the company's Android phones, Huawei has been making claims that it didn't really need Android and could start its own operating system if it needed to. Today, Huawei's saber-rattling reached a new volume with the announcement of "HarmonyOS," Huawei's very own, home-grown operating system. At the "Huawei Developer Conference 2019," Huawei gave a Chinese-language presentation on HarmonyOS, which only included only a vague overview of the OS and no screenshots or demos.

HarmonyOS isn't quite targeting smartphones yet, and the OS will first debut on the "Honor Smart Screen" (which sounds like an Echo Show or Google Home Hub) and Huawei TVs. Huawei said an expansion to smartphones could happen sometime over the next three years, but for now, it wants to stick with Android.

As for what HarmonyOS actually is, the company described it as "a microkernel-based OS, distributed OS for all scenarios." Huawei says the OS will run across a range of form factors, and the company even pulled out the old "write once, run everywhere" claim for app developers. Huawei spent some time trash talking the competition, saying Android's Linux kernel used a resource scheduling model "targeting server load" and lacked UI smoothness as a result. In contrast, Huawei promised Harmony would have a faster and more responsive UI. HarmonyOS will be open source, so hopefully we will see some third-party code reviews once the repo is posted.
