What is Fallout 76? Bethesda’s pre-E3 teaser has few answers

Game seems to focus on the first vault-dwellers to emerge after nuclear war.

Another Fallout game needs your help. I'll mark it on your map.

Since yesterday morning, Bethesda has been drawing more than 100,000 Twitch viewers to a static "Please Stand By" screen with a Fallout Pip-Boy in the foreground. Today, those patient fans were rewarded with a rather cryptic, gameplay-free trailer for Fallout 76, the next game from Bethesda Game Studios.

Opening with a cover of John Denver's "Take Me Home, Country Roads," the teaser slowly leads us through the interior of Vault 76, which we know from past games was built in the Virginia area. According to the in-game lore, Vault 76 is one of Vault-Tec's "control vaults," designed to be one of the first to open up to the outside world 20 years after the 2077 apocalypse. Judging by the dates in the trailer, that opening might have been delayed—there's a Pip-Boy in a few shots that displays a date of "27 Oct 2102," five years behind "schedule."

Still, the teaser appears to show someone gearing up for a red-letter day. The vault—which appears pristine and functional—is littered with the remains of a huge party, and the character appears to have set his or her alarm in order to get up early for "Reclamation Day," which we assume is when the doors open and the vault's inhabitants emerge to take back a world cleansed of Commies and rich with oil.

Half of Windows 10 PCs already upgraded to the April 2018 update

The rollout of the latest update is twice as fast as previous ones.

The Windows 10 April 2018 Update, version 1803, is enjoying the fastest rollout of any Windows 10 major update thus far.

Even though last-minute delays pushed its rollout into May for most users (it was available to manually install on the last day of April, but it didn't hit Windows Update until May's Patch Tuesday), as of the 29th of the month, it's now being used on just over half of all Windows 10 machines.

By way of comparison, the previous update, version 1709 ("Fall Creators Update") took about two months to reach 50 percent penetration, and the one before that, version 1703 ("Creators Update") took around three months to reach the same level.

Cloud-based quantum computer takes on deuteron and wins

Optimized algorithms plus cloud-based quantum computers actually work.

Enlarge (credit: A 16-cubit quantum computing processor from IBM.)

First it was the electron behavior in a hydrogen molecule, then beryllium dihydride joined the club. Now, quantum computers have been used to calculate some of the properties of an atomic nucleus: the deuterium nucleus to be precise.

What we are witnessing are two concurrent and useful processes. The first, which we have covered extensively, is the development and availability of quantum computers. But, I’ve not really discussed the second at all: the development of algorithms.

You see, theorists—the potential users of quantum computers—have a dilemma. Quantum computers hold a lot of promise. It is highly likely that a good quantum computer can calculate the properties of things like molecules and atomic nuclei much more efficiently than a classical computer. Unfortunately, the current generation of quantum computers, especially those that the average theorist can get access to, are rather limited. This gives the theorists a challenge: can they make computations less resource-intensive so that they can be performed on the currently available hardware?

Nokia 2.1, 3.1, and 5.1: Cheap phones with stock Android starting at $115

The Nokia 2.1, 3.1, and 5.1 all range from $220-$115.

HMD announced a new slate of Nokia phones Tuesday. To go along with the previously announced Nokia 6.1 (review coming soon!), we have the Nokia 5.1, Nokia 3.1, and Nokia 2.1. The highest-end phone here starts at $220, and the price goes down from there.

Every Nokia phone is worth paying attention to, because they are all part of Google's Android One program. This means they run stock Android and get monthly security updates. Nokia promises two years of major OS updates and three years of security updates for everything. It's really hard to find good, cheap smartphones, and with this lineup (depending on distribution), HMD seems to have the market locked up.

Before we dive in, here's a big spec table:

Hollywood Pushes to Expand Swedish Pirate Bay Blockade

Several major Hollywood studios including Disney, Universal Studios and Warner Bros, have teamed up with Swedish movie outfits to expand the local Pirate Bay blockade. The film companies want Telia, Sweden’s largest ISP, to block The Pirate Bay, Dreamfilm, Nyafilmer, and Fmovies, as soon as possible.

Last year, the Swedish Patent and Market Court of Appeal ordered local Internet provider Bredbandsbolaget to block The Pirate Bay and streaming site Swefilmer.

While having the notorious torrent site blocked on its home turf was seen as a major success, the ruling only covered a subsection of Swedish Internet subscribers.

This week, a coalition of major film companies hopes to broaden the scope. The Swedish Film Industry, Nordisk Film, Disney Entertainment, Paramount Pictures, Columbia Pictures, Twentieth Century Fox, Universal Studios, Warner Bros. and several other companies are taking Internet provider Telia to court.

Through the lawsuit filed on Monday and picked up by Ny Teknik, they request Sweden’s largest Internet provider to block access to a range of pirate sites. This includes The Pirate Bay, Dreamfilm, Nyafilmer, and Fmovies, as well as several related proxies and mirror sites.

“Telia currently provides its subscribers with unrestricted access to these illegal services, thereby enabling these illegal services to utilize Telia’s Internet service to infringe the rights of rights-holders and others,” the complaint reads.

Some of the TPB domains listed in the complaint

The movie companies estimate that Telia has a market share of roughly 36% of all Swedish Internet subscribers. They add that the ISP has the means to block these infringing sites, which would be both proportional and effective, in line with EU regulation.

While this isn’t the first blocking lawsuit in Sweden, the movie companies are taking a slightly different approach this time.

In their complaint they ask for a preliminary ruling, so the blockades can be implemented before the case is fully litigated. This is similar to what Dutch anti-piracy group BREIN did last year in the Netherlands.

The movie companies already list dozens of domain names in their filing but also request the option to add new ones should any appear in the future. They, therefore, request a blocking request against the pirate services as a whole, not limited to the domains that are in use now.

Without this option “the rights holders will have to burden the legal system with repeated blocking requests if and when the operators behind the illegal services change domain names,” the film industry companies argue.

At the time of writing Telia has not responded to the allegations yet. When copyright holders asked the ISP to block The Pirate Bay last year, it said it would only do so following a court order.

A copy of the complaint, in Swedish, is available here (pdf).
